Eh sounds like a 10 step TPIS ad to me. The part about porting the plenum and descreening the MAF sensor is definately wishful thinking on a stock engine. I do not see 35hp locked up in that.
With computer tuning there are gains to be if you are willing to take the time to learn to do it, which is highly encouraged. You really can't put a hard fast number on it because it depends on the parts on the car and how far out of tune it is.
Throttle body on a stock 350 would probably not help you out since the base is the main restriction in the TPI system.
Exhaust seems about right, depending on the condition of the stock exhaust you can probably net around 20-30 flywheel horses replaceing the whole exhaust. I dynoed my car after putting on headers, hiflow cat, and catback and put down 215 RWHP or about 270 at the crank.
Cam and intake, it really depends on what combination you go with as to how much power you'll make. Same with heads.
If you're curious about what mods to do to your car I'd suggest searching, searching, and more searching on TGO. Though Exhaust is a good start.

I agree with Black 91 Z28. Exhaust is a great first mod. It will make a noticable increase in power, and sound a lot better than the stock stuff.
Computer tuning is always a good way to free up power, even on a bone stock car. Basically, the factory setup is safe. If you're willing to trade a bit of safety there is power to be found with more agressive spark curves and leaner fuel curves.
An AFPR is also a good mod, because it will give you a new degree of tuneability.
