Fuel pressure reg.

I just got a bbk fuel pressure reg and i have been having a prob that hopefully someone can help me with. first of all what exactly is the correct procedure to set the fuel pressure( idle with vacuum, idle no vacuum, engine off key on). second with pressure set at 46 psi (engine off key on) the car will intermittently idle at 1500 rpms and surge to 1000. other than this the car generally runs better. i also got code 24 i belive ( vehicle speed sensor) once but has not come back since i cleared with a scan tool.

Set the pressure with the car running at idle and the vacuum hose disconnected. Then reconnect the vacuum hose.
