No Closed Loop!

According to Datamaster it is not going in to cloesd loop. It is reading the O2 sensor and seems to be fine. What else could it be?

Busted Temperature sensor. I think it should go to closed loop when temperature is above 110F or something like this. I also think that there might be two T sensors one for the ECM and another for the dashboard gauge. This way gauge might show correct temperature while ECM thinking that it's still too cold.

lots of time it will read the O2 sensor, but will still not go into closed loop. Check your O2 sensor readings, if they keep jumping around ~100 mv or so, your O2 is bad. It should be pretty stable.

It turns out that if you drive the car and not just let it idle, it goes in to closed loop
