Question about vacume lines. Pic inside

I'm wondering if these pipe in the pic below should be connected to that small connector? What is that small connector for?

The item that you are holding in your hand appears to be the canister purge solenoid and that is what the connector is for. If you start having a problem with the engine running at idle. just switch those two hoses around. The item that hose is connected to is the canister purge valve.
