Hi guys.

Question: If I build a 383 out of my stock block(350 of course), and use the factory tpi and heads until I can afford better flowing components, will it cause damage to the short block?

No of coarse not .. But you do have to get some block clearance work done to clear the rods from the longer stroke crank..
