Emissions on a 89 5.7

Hey all, Long story short, Cant pass emissions.

Failing CO on idle. O2 sensor ect has all been checked and replaced. Niether i nor my mechanic and figure out what else todo. Cat is good and new.

There is oil burning at start up (thought to be worn valve steam seals?) will redone heads help me pass emissions?

Doing a valve job is good even if it did pass.
Change the oil, run it for at least a half-hour before the emissions test.
What's the state of tune i.e. spark plugs, rotor, wires ...etc.

If it still fails take it to another shop, my sister's 92' burb failed 4 times at one place even after replacing all the usual stuff, and past at another without doing anything to it.

Plugs, wires, rotor all good and new.....

even played with timing to hell to see if i can cheat a bit. We have a smog machine to test what its reading right now cause it costs money every time to go to smog.

Ill try another place, maybe ill get lucky....

But my question is, does the burning oil negatively affect my CO emissions. If not does it effect any emissions at all?

Don't know what I was thinking, no, the oil getting past the valves should not affect CO, but will increase the HC significantly.
