The mechanic wants $1,000.00 to fix my valve seals & stop the smoke. Plus he is doing a tuneup that is included on the price, but I dont think that could be more than $200.00

$200.....not quit......$1000 not really.....
I dont have a Mitchells on hand but it should be around $600-800 easy. Depends on where you go. This is off the top of my head. Prices may have changed on me but its not parts thats gonna cost you but labor will. A Trans flush and A/C charge will cost close to $200.
Price a couple of more shops and see what you get.

I had the O-ring valve seals replaced on my original 5.0 Litre TPI with umbrella valve seals several years ago. The main cost to this procedure is the labour. The time to do this was about 5.5 hours if memory serves me. The cost of the seals is about $20 to $30 and then taxes. I paid in the $500 range. Get a couple more estimates it should not cost $1000.
