I'm changing to a small cap HEI Does the external
coil need to be grounded

The external coil is grounded by way of its mounting bracket.

Yes , This is a retro, And not a stock bracket.
Do I have to ground it

Yes, but show us what you got, or tell us. Always give Manufacturer, type, & model, so we won't be , retro is just a general term.

It's just stock with the bracket up against a non grounded surface
Just wondering do I need To ground the Bracket?

The factory bracket does ground the core, but the coil windings are isolated, so I don't think it matters.
