DO I have this hook up backwards?
ON the TPI all the way in the back left there are 2 hoses. HVAC hose and the fuel pressure regulator ( these are hooked up fine)
The Hvac Hose runs out of the TPI to a 3 way hose thing that kind of looks like a dradel. What I am wondering is if I have this hose on right.
The dradel like 3 way has an arrow after the HVAC hose pointing ---> but the HVAC hose runs <--- to the tpi and the hvac hose sucks air so I am thinking I have this dradel thing on backwards...
If anyone has a picture of what im talking about plz post

If I understand correctly, the vacuum line designated for the HVAC system and vacuum accessories is connected to the plenum.
While it is not some ancient Hebrew child's toy, your description was accurate enough that I thought I knew what you were referring to right away. The other end of the line is connected to the distribution 'T' fitting. This 'T' fitting also doubles as a vacuum check valve. One line out of the 'T' connects to the HVAC controls in the passenger compartment, and the other connects to the cruise control servo. If you have an open line, something is missing.
I'm guessing this is your "dredel""
