Need Smog Help

Well I'm back again guys. I took my 1990 5.0 TPI to get smogged again after I replaced the EGR and almost every Vacuum line in the engine compartment. This time the ignition timing is at 1BTDC instead of the 6BTDC it should be, it was perfect last time. Could that be because the EGR is actually working now or is the smog guy just incapable of operating a timing light??? Anyway back on subject, a few other things she seems to be doing funny now, the engine surges when warm (almost 400 rpms during the smog check) The guy said that she is running way rich at 16:1 instead of the 14ish:1 she should be at. I think he said that the throttle cable may be a little loose at the throttle body (can this be tightened?) And here are the values she failed at:

15MPH - 1368rpm
%co2 - 12.4
%o2 - 2.7
HC (PPM) Max - 114
HC (PPM) Meas - 104 - High
CO (%) Max - 0.73
CO (%) Meas - 0.18
NO (PPM) Max - 785
NO (PPM) Meas - 808 - FAIL

25MPH - 2229rpm
%co2 - 12.2
%o2 - 3.0
HC (PPM) Max - 88
HC (PPM) Meas - 84 - High
CO (%) Max - 0.61
CO (%) Meas - 0.18
NO (PPM) Max - 724
NO (PPM) Meas - 673 - High

I really need some help here guys, this is my second smog check. If there is anyone in Socal who could be able to help me, I would greatly appreciate it.

87 octane and *some* drygas should get you good to go.

Okay, what is dry gas? And what does using 87 octane do for this? Thanks for the tips, I will be up for any other tips you have!
