Vacuum Line - where does it go?

I beleive I may have found the source to the problems
slight surge at idle, slight rough idle, vibrates a bit when u bring the idle up to 1500-2000rpm.

I was cleaning the IAC and noticed that a vacuum line is disconnected or broken.
It looks like it is supose to go under the throttle body somewhere. It comes from the Black Canister (EVAP?) beside the air filter.

When it goes under the throttle body it is a small plastic line about 1/8". The line looks like it is broken off, because it doesnt have an elbow connector that most of them have on it. It is hanging under the TB disconnected. I can not see where it goes.

Anyone know where exactly this connects to? Does anything have to come off to hook this back up?

The line running from the cannister does run under the TB, but it then should curve up and attach to the passenger side of the TB. It's about 1/4" thick all the way.

On the underside of the TB, the little (approx 1/8") line runs back to the EGR solenoid by the distributor.
