running lean, please help

the car is a 355 TPI, and i've been getting a code 44 (lean exhaust) i have the following done to the car:

SLP LS1 injectors (25 lbs)
Full edelbrock exhaust

the symptoms are the following:

very white spark plugs
fuel pressure not staying steady, guage is where its supposed to be, but the needle shakes and is not steady.
car does not have the power it should have

my idea is that the fuel pump is bad, but i do have the right fuel pressure, even though the needle shakes. has anyone had this problem?? thanks!!

Chief,

Are you using a custom PROM? Is the MAF sensor intact and sealed to the intake ducts? Is the TPS set correctly? Any obvious vacuum leaks?

im not positive about the TPS being set correctly... how do i check that exactly? but everything else is fine. im pretty positive that it is a fuel pump problem or something :-/
also the PROM i am using is custom, and it was burnt for my setup.

TPS adjustment/checking has been covered numerous times. All you'll need is a voltmeter, Torx driver, and a search fo the archives for instructions.

What is the standing fuel pressure?

...with the vacuum reference to the fuel pressure regulator disconnected and capped.

the pressure is about 38 when idle, and 44 when idling with the FPR vaccum line unplugged and capped...

W/ the vac unplugged & capped, does the fuel pressure stay steady when you wrap the throttle from idle to ~3Krpm or so?

w/ the vaccum unplugged from the FPR, and with the vaccum plugged, when i revved the car the fuel PSI needle from 44 shaked more, and went down every time i revved it. if i gave it a steady rev, it seemed to be going down towards 40 psi... but it was shaking a lot
