Can't get no more than 3.8 volts at tps. HELP!

Can't get no more than 3.8 volts at tps. HELP!
Hi guys, I got a 86 305 TPI camaro. I have been trying to set the TPS wich is a brand new ac delco unit, but cant get no more than 3.8 volts at WOT. I got no problem getting it set at .54 volts at closed throttle, but nothing more than 3.8 at WOT. Ain't is supposed to be in the high 4 volt range at WOT? Thanks in advance.

Nevermind, that tps was bad i checked it with a known good one and could get 4.9 volts. Its all good now.
