1986 Iroc no start

Ok here's what I got. 1986 Iroc that was running about 1 month ago. Ran bad but was running. Went and picked it up last weekend and it wouldnt start no fuel pressure. Brought it to work the other day and started checking things out. I belive the car has been rigged up in a few places for wiring. It has power constantly at the fuel pump test terminal, dont think it should be like this with key off. I have done everything but put power directly to the pump wire at the tank. But I noticed a plug up by the battery that was on the wheel well. The female end was there but nothing pluged into it. After looking for a bit I found the plug that belonged to it with a circuit breaker in it. Is this part of the fuel pump circuit? Is there anything else that I should look out with this car. This is my first TPI car and I want to run the TPI for a bit before I swap my carb'd 350 into it. Thanks

Axle/Gears: Economy gears..once again, WHY?!?
If you are talking about the connector I think you are, then yes there is suppose to be a relay in it. It supplies power to the fuel pump and some other stuff like MAF relays and such. Don't hold me to that see what others say.

sounds like it to me. if it is, it supplies power to the ecm and fuel pump.
