testing fuel pump and regulater?

how would i go about doing this? my pump is about 2 years old now, don't know how many miles though. looks like the regulaters never been touched. i have 9 pounds of pressure though!!! i plugged the return line and still, 9 pounds of pressure. new fuel pump reley as of a couple months ago, new filters as of about a month ago and cleaned the, um, cleanable one i have which actually had a couple metal flakes in it. re-did the ground for the pump even though it looked fine. as far back as i could reach up the tank of my truck i found 12 volts for the pump...so what gives?! i'm thinking the regulater beeing its so old now...

so how would i go about testing either or? i'm guessing the fuel upmp i'd hook the guage somehow before the regulater and if i get good solid pressure its my regulater? but i don't know any fittings that would allow me to do this.

The fuel rails have a port for testing the fuel pressure, this is before the regulator. The way a regulator works is at 43.5lbs, it will be forced open by the high pressure and open a passage to the return line.

If you are only getting 9lbs at the fuel rails, then you either don't have a running fuel pump (when you turn the key on it should be up pressure) or your regulator is broken. The car shouldn't run at all with 9lbs, so if the car is working, but only showing 9, consider getting another fuel gauge and checking it with that one.
