You are supposed to have 42-45 psi (with 43.5 psi being ideal) with the key on, engine off. You may have 36 psi with the engine idling (vacuum is being applied to the regulator, and lowers the fuel pressure), but should not have that with the engine off.

I would suggest you leave your fuel pressure at the stock setting. Raising your fuel pressure will cause you to richen your fuel mixture. The O2 will help pull some out during idle/ part throttle, but not WOT. The engine may feel more responsive, but if you go too far you may be dumping alot of extra fuel into the cylinders. Thats not very beneficial.

43psi with engine off and key on, 36-38 with engine idling. that is what my 88 formula was reading when I was checking it.

The 305 does not have a different fuel pressure rating than the 350. It is supposed to be 42-45 psi as per GM's specifications with the engine off (same thing if the engine is on but no vacuum to the regulator). With vacuum applied, you would be in the 36-39 psi range.
