Should I not smell any fuel, in FPR vacuum hose?

I've had some conflicting facts/opinions/what-have-you, on the FPR being a possible culprit in my 7 week old engine rebuild saga.

** Cliffnotes- The motor runs, just not well and extremely rich. I have done numerous tests and still the motor doesn't run right. I have set timing 2 times and currently undertaking a 3rd time right now. But I'm on a break at the moment.

Back to the topic, people have told me to check my FPR and smell the vacuum line. If I smell gas it is bad. I do smell gas. I also heard that if it's wet it's bad. It is not wet. I unhooked the vacuum hose it while the motor was running and no gas came out. Not even a drop.

So, if does that mean the FPR is shot if I smell a trace of fuel? I do, or does it w/o a shadow of a doubt have to be wet with fuel and splurt out into the vacuum line or out if unhooked with the motor running?

I would say that for the regulator to be bad it would have to be leaking fuel
