What do these hoses do?

What are the 2 hoses that plug in the side of the throttle body for?Vaccum lines?One of mine are pinched off.What could this cause?

Top one is not a vacume line. Its part of the fresh air breather system. Crankcase gasses come up through the passenger side of the motor , into the valve cover, out the hole, into the hose and to that fitting. The lower port is a vacume line and is connected to the charcoal canister which burns off excess gas fumes from your gas tank.
