Get the wiring diagrams and start tracing :-)

Possible its a fusible link.

What side doesnt have power? Coming out of the realy or the 12v for the pump going to the relay?

Or it isnt swithcing the relay on?

Without info we cant help

later

Most third gens have a fuse in a weatherpack holder near the radiator. Check there it doesn't cost anything.

Turns out the fuse near the radiator was blown. So problem number one out of the way. Now we are having a no start issue. The Engine tries to turn over and the scope says that the injectors are being told to pulse but she wont hit. We can run the engine if we spray starter fluid in the intake so I know i am getting spark. Have changed the fuel pump and pre filter the fuel filter is next. I can hear the Fuel pump run to prime the rails and the relay appears to be working also.

It ah been my experience that when that fuse blows there is something putting an extra load on it. If the pump is going bad or has a restriction(bad filter) this could do that. Check your fuel pressure to be sure and make sure the wires going to the relay are in good shape.

Wires at the relay were a royal mess and we have cleaned them up. looks like someone tried to mess with them before and didnt do a good job putting things back together. Will be putting the new fuel filter in tonight hope that its a pressure issue.
