I'm attaching a pic of a hose I found broken under the hood. You guys know what it is?

I believe that is the vacuum line that goes into the heater control valve.

It comes from the firewall. It goes from the HVAC control panel throught the firewall to the heater control valve.

It's plastic... Is it a special part? Would it impede anything since it's not hooked up right (besides heater)?

You can fix it with a regular vacuumn hose or they sell plastic lines and fittings at the auto parts store. As long as you dont move the climate control lever to heat you wont have a problem, otherwise you will have a vacuumn leak.
