throttle cable?

Car: '82 formula clone, 95 saab 900se
Engine: 350 vortec'd tbi, 2.0L turbo
Transmission: 700r4, 5 spd
Axle/Gears: 10 bolt 2.77 open
throttle cable?
getting everything ready to swap my tpi system onto my lo3 and as i look through pictures of other systems i notice that there are 3 cables that connect to the throttle body, the tv cable, the throttle cable and there is one more that goes through that little bracket on the plenum and connects to the throttle body. but i don't have this in my setup, what is it that i'm missing? do i really need it?
