What is the correct procedure for adjusting the AFPR? Some say to disconnect the vacuum line and plug. When i turn key on and off a few times then turn back on it reads 50PSI. Is this the current pressure. I thought i set it at 46PSI. What should the reading be when it is idling if i want it set to 46PSI?

You need to disconnect (and plug) the vacuum line. The engine does need to be running when you set it.
