Took the car to a local shop to have it smogged, and the dude auto-failed me for the afpr. So heads up. That is news to me, and I've had this combo for going on 8 years now, never had a problem smogging it.

 

That's news to me too. I thought there was an AFPR that has a CARB EO number but I couldnt find one in a quick search. Good luck finding a more friendly smog tech.

 

There is one, TPIS has a carb eo D-235-2, which I did not have a printout before hand. What killed me is that he tried to tell me that fuel modifications, ANY, were not smog legal. The guy was just a pain in general. Took it to the guy I've used a long time ago, little further away but worth it to deal with a polite individual. Anyway, just a heads up. I've noticed a trend towards shops just trying to give you any excuse why they can't do something. It passed the sniffer as clean as ever.

I can see that happening. BAR sends out bait cars to catch techs. So without the proper paperwork or a way to research the part(no part #) what is he supposed to do?

 

Hang in there Will. I heard there may be a move to only have a computer OBDII check and any older car that doesn't have it will be smog exempt. Supposed to start in 2016 or 17 but knowing CA it does sound too good to be true. But I just moved to TX so the '91 will be smog exempt this year or next. And gas is about $2.20 here!

Some shops already use an OBD2 only smog for 2001 and newer vehicles. When I smogged the s10 in June, it was not put on the dyno. And the IROC passed with no problems, so all is well now.

 

You must of been in one of the exempt cities or counties because that is not state law yet.

 

So with this new rule does this mean that 3rd gens don't have to pass a dyno test for smog?

 

That's what I heard but I have trouble believing CA would let all pre OBDII cars go without some sort of smog test. The VW scandal could also throw cold water on the idea of computer only smog tests.

 

If history is any indication of how smog goes in California then the smog test for our cars is only going to get harder. The guys who own a 1977 trans am or close to those years of any classic car have been fighting tooth and nail to get a smog exemption law for a few decades. Seriously guys its California our cars are not going to get a pass or exemption. Just because we dont have to do the dyno doesn't mean there won't be some other form of smog inspection for us that will replace it. Most of our cars pass the sniffer just fine but visual has been the killer and them dropping the allowed toxins from the tail pipes for the last 15 years. Its sad that my z28 has to pass with better numbers then my 2014 Ram. It just points to what California really wants. They want to rid the roads of internal combustion powered cars. They push and push and push new legislation every year for higher and higher emissions standards and now with how VW has acted they are only going to be more stricked and harder on all. Its the truth

 

Yeah that's true. Would be great if we only had to pass a visual smog test. Correct me if I'm wrong but didn't OBII start in 1996. So at a minimum all of the OBI cars are at least 20 years old. That being said I can guarantee you that our cars are in better mechanical shape than most of the new cars on the road.

 

I didn't say it was state law, but any shop with a Smog Daddy or similar system can do an OBD2 only smog, look it up. It just depends on if the shop wants to spend the money on the new technology.

And as for our cars not having to be smogged on a dyno, I don't know how that came up. I was referring to 2001 and newer cars, which when new had to meet more stringent smog laws anyway.

I failed about 4 years ago for the same problem with my bbk afpr to me its the smog tech cos I went down the road and ended up passing dude didn say anything about it but hes also a family friend that lets visual stuff sly by

 

I'd just like to update this, they are INDEED only doing the sniffer test on 99 and older cars. I sold a car, 99, and it had to be smogged like the old school way, sniffer and visual test. I then bought a 01 and it was a obd2 scanner test only, no sniffer. The smog tech said its 2000 and newer are scanner test only.Really interesting stuff to see!!

 

2000 and newer cars have been scan only (and I think visual?) for a couple years now, no dyno.

This means the only cars being thrown on a dyno are 1976 through 1999. The number of these cars on the road is getting smaller by the day, and I can't see it making economic sense for shops to continue to keep and maintain the hardware necessary to perform dyno/sniffer tests on just these cars for much longer.

I'm just speculating, but I have to think something is going to change sooner or later. Perhaps we get relegated to a visual only at some point? Or exempted all together?

It is FACT, cali tightened max allowable emission standards on older cars, in the last few years. They must test cleaner NOW, than when they were 4 years old.

 

My 1988 Lincoln, 95 Buick, 96 Impala all were required to pass a "Star Certified" dyno smog test in the last 1-12 months.

 

Notice the price increases as well? Tech says its because they do more work amd takes more time. What a joke

 

Simple solution to the problem....
Need to move the mountains to the south boarder area and the trapped smog will blow away.

Broke my heart to sell her but its life and with moving the family and all I didnt need the headache.

 

Registering an out-of-state car in CA is not a big deal, at least not when I did it back in 2001. I flew to Seattle, bought a car and drove it back.

I just had it smogged, brought it to the DMV where I filled out the registration form, they just confirmed the VIN (they just looked at the VIN plate), gave me plates, stickers and a temporary registration slip. The title and permanent registration slip arrived in the mail a few weeks later.
