Surging and Stalling- No Codes

89 Formula 350, the car intermittently surges no matter if im just idling or driving, the engine check light also flashes when this happens...when slowing down to a stop sometimes the rpms dip below 500 and the car stalls. I can mostly start the car right back but sometimes when i do it just dies again. I have no codes being thrown at this time. I set the TPS (which is new)at .54 volts today which didnt help. I have new spark plugs and wires, new distributor, ignition coil, and O2 sensor. I've checked for vacuum leaks and so far have found none. College right around the corner, please help

Yeah sounds a bit like a vaccuum leak . I had that on my 89 305 tpi . I had a split hose in front of the engine ... wouldn't hold an idle . but if I kept my foot into it she would run still . Was a bit laggy in throttly response aswell .
