Headers without a doubt! Depending on the brand you choose, a good set of headers and a y-pipe can set you back anywhere from 250 to 500 bucks. That would almost leave you room for the cam and rockers. If your heads are stock, I think you might be wasting time going with a 1.6 ratio as the heads will not be able to flow enough anyways. I like the comp pro magnum 1.52 full roller rockers, they are a little less then the cranes and they are chromemoly instead of aluminum. As for cam choice, you probably don't want to go too aggressive unless your heads can breathe. If you are going to change heads or repower soon, then I would just wait to buy a cam that is more suited for your heads and engine size.

Buy, the bits, and learn how to do your own chips, so that whatever you do, you can tune for the changes.

Ed, the numbers for the rocker arms are 1301 for the 1.52 ratio, 3/8 studs. I am not too sure but I think you might have to run self aligning rockers with your stock setup which will mess up your chance of using these because they are NOT self aligning(and I don't think they will work for centerbolts either). Self aligning are less common and I remember the guy at Summit told me the only kind he carried of self-aligning was the cranes and some other brand I forget. You could run these rockers if you added guideplates and a hardened set of pushrods though.. The guideplates and pr's are good mods, but probably not really necessary if you don't rev too high and beat on your motor. Best idea would be to ask a good salesperson or even better the tech. line at Summit and they will tell you which rockers will be best for your heads. Good luck!

definitely headers+cam. while you've got the intake off, port out the plenum and base.
