If a supercharger is out of your range, then 400 LBS/FT of torque is as well. You won't get much more than 30 LBS/FT of torque with minor bolt ons. 1 5/8 headers are good, stick to stock TB and 3" catback.
That's about it. Any other than that, will be out of your price range.
