If you are talking that some sort of dollar amount you can purchase and get the most horsepower/dollar I would have to say exhaust mods. A full exhaust can cost just at or below $600 and can greatly inhance ANY car. My friend even wants to put exhuast mods on his freakin Infinity, thats how much they help!

Cam + heads and/or porting.

Failing that, suspension work--cuz power's worthless if you can't put it to the pavement.

It depends on the car and your wishes.
like if you want to keep it emissions legal and keep stuff pretty much the way it is Id say something like exhast or a cam would be the way to go.
but if you dont care then the cheapest thing to do would be to go to a swap meet and pick up a 650 carb and intake and cheapo headers and youll gain tons of HP over most FI systems.
botom line is it takes more money to go fast on the TPI than just by swapping to carb.

I hate carbs. I like getting 20MPG and not having to tune the damn car every couple days. By the way i don't have a car i have a S10 but the similarities are amazing between the two vehicles. So what im getting here is that if you don't want to go into the motor the exhaust is one of the best mods. I posted in the exhaust fourm. I figure i should run about a 3" headpipe down to a 40Series Muffler (no cats) into dual 2.5" pipe running out back.

TPI400,
I love running a carb for the same reasons that you state for hating carbs.

just wanted to say that. How good a carb works for you depends on how good you work with it. a new saying.
same goes for TPI though.

Porting work on the lower intake. Siamese the runners. Get super-ram - like performance for nearly nothing. add a K&N, a 180 stat, and a tune-up. chip gets 25 more HP... but don't get it from a vendor. look around the list for folks who will do one for ten bucks (no not me). Leave everything else alone and enjoy better ET's thru 150k miles with 45 - 55 more peak HP then stock, with gains thru almost the entire RPM range. $120 including machine work... port it yourself with a $29 jeggs sanding kit and alot of hard work with a (hacksaw??).

*OR* you can go on and get another 80 HP with another $2000-$3000. you'll probably do it, as its addicting once you get started. ;-) Once you have that much HP.. time to bust that 80K mile tranny or a rear. get out the wallet. Nitrous dealers should give the NOS kits away for free, and "happen" to sell rears and trannys and blocks. LOL.

nitrous isnt cheating, and the best bang for buck is a good rear end gear or a nice stall converter, both work awesome together though

I already stated the cheapest bang for buck mod.
The next would be a used nitrous system for about $100, and then some used slicks for another $100.
The weight reduction can be free.
There is $200 to $300 in parts and some work to give you at least a 2 second improvement in E.T. if not more.
There is nothing else that can compare.

*power comes and goes, but dead-weight is gone forever* (tm)

gears and stall converters dont always make things better. depends on what you already have and what youre engine is. if you have a high rpm engine though, gears and stall converters can make a huge difference.

I'll throw in my vote for a higher stall RPM torque converter on an automatic, or taller gears on a manual.

The TC is cheaper, and will make the most dramatic acceleration improvement, dollar-for-dollar. A gauranteed rebuilt GM converter with a 2,200 RPM stall speed can be had for about $175.00.
