Emissions with no EGR??

Is it even possible to pass an emissions test with no EGR valve? Im thinking of swapping to a LT1 intake and the only way is to get rid of the EGR valve. Is it worth it or am I just better off running the TPI setup? This will be going on a sbc 406 also. What about just running double cats?
