Bad ECM?

For the last while I've had trouble with fuel pump not energizing when the key is turned on. I've been getting a code 54.
Today when I got home I noticed my temp guage was at 220 and climbing and found that my fan was not running.

This is weird but now when I turn the key on the pump energizes but my fan doesn't run.
Do you think I'm looking at a messed up ECM?

Or a messed up fan?

Turn the AC on, see if the fan comes on then.

Nope, no fans at all when the AC is on.
