Well, on my '89 IROC, I have 4 or 5 fusable links, all acccesible from the top of the engine bay, on the passenger side coming out of the main harness'es.

I've never noticed any down by the starter, but never really looked too hard,

The FL's are not all next to each other, and you have to move things around to locate them...but as I said before, all that I've come across on in the engine bay.

there are at least 4 fusible links down by the starter for various diferent acessories. that is most definatly your problem. they are either melted or corroded. i know this because my car did the exact same things you discribe and replacing all the fusible links was the fix. just be carefull routing the wires. after i fixed mine i had to wire it all over again due a fire caused by the wires being too close to the exaust manifold.

How did you check to see if they were bad?
U say there are other ones on the engine bay too?

Usually they melt away, but sometimes the outer plastic sheilding remains and only the inner wire is melted away so you have to pull on both ends of the wire to see if its any good or not.
