electric fans

I've been having this problem for a long while. My fans both come on as soon as I turn on the ignition key. A while back I took it to the dealer and they told me it was the Hi psi sensor on the A/C comp. that was not working. So, I replace it and charged the A/C system and doing this did not solve the problem. I understand that the driver side fan should only come on at 1st and the second should kick in when the temp. is above 220 or when the A/C is in use, so right now the both fans are on all the time. I'm not much of a diagnosis person but can somebody tell me where to start with a few ideas what the problem maybe. thanks

The fans work by grounding out when the temperature sensor on the engine block reads the appropriate temp for "on" and sends the ground signal to the relay. You have bad sensors, bad relays, or your fans have been grounded. Have they ever not come on?

The fans worked at time in the right way but like I said as soon as you turn the ignition both fans come on and stay on while the car is running. Thanks.
