I sort of don't understand your question.. but I'll give it a try.

I think you're calling the tab on the timing cover the timing chain, right?

Unless you have a scanner, you pretty much need to see the timing mark on the balancer.. unless you adjust it by ear. It may be possible that the outer ring on your harmonic balancer has slipped..and the mark has moved underneath so you can't see it. Try looking underneath the engine with your timing light, if you can see the mark there it has probably slipped. If not, turn the engine over until the balancer slit faces down and get under the car and paint it and try again. The line may not be white anymore.

Brings up a good point tho - how do you (WITH A SCANNER) check the timing? I know you can read the timing at idle, but is that the 'setpoint' you are looking for?

You cant determine base timing from a scan tool, that has to be checked off the balancer markings. You have to disconnect the lead from the ecm (brown wire/black stripe) to disable the advance and then you check it. There is a setting in the prom for base timing but its just so the ECM knows what its supposed to be set at, where its set the ECM does not know.

Is that at the back of the distributor?
