Idles high when moving, normal?

Idles high when moving, normal?

I've noticed that my '87 TPI idles high when moving. If I'm going 10-20 MPH or so, it holds speed on level ground without touching the gas. If I put it in neutral while it's moving, it idles around 1200. As soon as I stop (still in neutral), it goes down to 700. Is this normal?
