tpi havoc

so after my car stalling out on me while driving, and finding a small leak of coolant coming out of my waterneck i decided id might aswell kill 2 birds with one stone. i took off the intake tubing. and got to the throttle body bolts and hoses. the throttle bolts were kinda in there. turned out the guy before me painted the intake black, with it still on the car. anyways i got the throttle body half way off and started working on the water neck. i thought id just go ahead and tighten one of the bolts since one felt kinda loose and one was tight. so i get my ratched start tightening up and it feels like its actually getting looser. so i back off and try to loosen it. took almost no effort to take it off, when it got it off it had alittle strip of aluminum in the threads. and i figured id just take off both bolts. both are rather crappy shape. and i got the throttle body off and it was pure black inside, and to make things worse i didnt have a 1 1/4 combo wrench to take out my iacv. so i put my plans to a halt and i figure ill work on it tommorow after some opinions. anyways, the inside of my tpi plenum just looks horrible and i cleaned up the throttle body a good bit, now my question is. one bolt threads in fine, the other just kinda wobbles itself in and isnt tight at all. can i just put acouple washers in there to tighten it up? or do i have to helicoil it? and if anyones done it before what size do i use.
