Fuel pressure won't change & AIR pump problem

My car was ready to start today.
I just did some mods

1991 TPI stock long block 113 heads 10.5:1 compression
Old style SLP runners gasket matched with Bigmouth intake gaskets.
TPIS Bigmouth intake
Ported plenum with 48mm TB
CC502 cam 218/224 @.050/495/503 lift with 1.5 rockers 112lsa
Bosch III 24# injectors and AFPR
Scorpion 1.5 roller rockers
Flow master cat back and TPIS Ypipe (no precats)
it has factory shorty headers and I cleaned up the welds and AIR tubes I couldn’t
believe it I got almost a half inch more ID
rear end is a 2.59 (plan on 3.42 in the future)
I got a tune from Scott Hansen


I turned the key on to set the fuel pressure but it stayed at 50 no matter what I did.
It needs to be at 44 but I screwed the AFPR all the way in and out and it stayed at 50psi.
I thought maybe I had a bad Gauge so I called Firevette and he came over with his.
The first thing we noticed was the battery was almost dead so we hooked up jumper cables to my wifes car.
It turned over but the belt made noise.
We found a locked up air pump.
can this thing be gutted out somehow?
We pulled the belt, the engine started but was running rich.
We checked the pressure with the engine running and the AFPR vacumm line off.
IT WAS 50PSI again! Firevettes gauge made no difference.

So to sum it up:
I have a bad battery (easy fix).
Can the AIR pump be gutted?
WTF is up with my fuel pressure?

Unscrewing the afpr bolt should lower the pressure, if the regulator doesn't adjust then it needs fixed or replaced.

Some people had to cut a 1/4 inch off the bolt to get it to adjust , holleys I think.

thanks! I replaced the regulator diaphram and cut 1/4 of the screw like you advised
