Governor? Fuel cut off?

Does my 1987 iroc-z 5.0 TPI have a cut off at 80mph or so!? I have hit about 98mph before in it when i had the 17' eagle alloys on it(the ones pictured on the 89 below) but i recently put some welds on it(picture below) and attempted to do a nice highway pull and between 75-80mph it doesnt go more, feels like a governor or something. Its so weird cuz the car is like at 3500rpms but it just pushes forward like somethings not letting it. What could the problem be? A friend told me it could be an ignition problem but i dunno, it wasnt at very high rpms, i tried to get to 80mph slowly and still.

im haveing the same type of problem i used to be aboel to get 145 but now im lucky to get 100 ill i did was upgrade the motor and changed the tranny and at 95 or so my rpm is low it should still be pulling but i dont know power is decent just no top end
