What exactly is this here on this pic?

I'm not quite sure what this is here. Im sure I got an idea but I dont want to give up what I think it is. Circled in blue. So can anybody give me any ideas? Its in my 86 IROC-Z. Thanks guyz.

Cool thanks bro. Others have told me that I should have a "vac ball" somewhere up in the front but I was kind of confused since I couldnt find one. . One more thing, I have no cruise control in my Camaro, so should I have a check valve inline?
