Too much air?

I have a TPI 350, and at WOT it starts to bog down, my buddy says he thinks it's a vaccuum leak, and its running too lean at WOT. I tryed adjusting the fuel pressure regulator but it still did the same thing. I was just wondering if anyone else thought it could just be a vaccuum leak. Also it revs really high when I first start it up, idles at about 1500, then after it warms up to about 110 it slows and idles at 1000. Any thoughts?
