TPI Runs rich and wont pass inspection

HI, i have a 1987 Z28 camaro 5 speed 305 TPI. I recently took it to get inspected and it will not pass emissions. i have replace O2 sensor throttle position sensor coolant sensor and also mass air flow sensor. It still wont pass. When the car is started it will bounce from almost stalling out to idling at about 1500 rpms until it warms up. It is running rich and when you start to go it will buck like crazy at about 1700 rpms. I was wondering if anyone had this problem before or has any ideas on what i should do. thanks

I'm having same problem with my 89 wont pass but mine is running pretty good, it just has a slight hesitation when you first hit the gas.They told me was running rich when i took for test, hopefully someone can figure these problems out.

I once failed inspection with my LB9 because it had an ignition failure and was dropping sparks. I would take apart the distributor to see if it needs a rebuild. (Check for rust -my reluctor had rusted out because of a crappy rebuild job I did earlier =( , worn cap, rotor. If replacing module, get a Performance ignition or Accel unit.) Replace plugs (I use autolite, but everyone has an opinion ;p.) Check ignition wires. Change oil, go back to a stock thermostat if you have to and replace coolant temperature sensor if you're running a cooler thermostat.
