I'm pretty sure you need to fool with the prom to do it right. You can try adjusting the base idle screw but that usually annoys the ecm.

You should set the minimum air to correct specifications.
If you havent changed the PROM or its broken it should idle at correct speed.
An automatic TPI should idle around 625rpm when hot and with D and holding brake.
on Park or Neutral it shoudl be around 725-750 when at operating temp.
If you are idling at 250rpm something is wrong or broken..
