what fuel pressure should I have?

305 tpi 91 z28 convertible. I hooked a gauge up to it and I have 25psi with the key on, no start. With the engine running at idle it's about 36psi, with the regulator disconnected it only goes up a couple more psi, never even close to 40psi. Does this sound normal?

NO With the key on and engine off 36/38 psi and engine running at idle 38/40 psi. That is what I have on my underhood mounted FP gage.

thanks. With the engine at idle the psi was 36. When I stabbed the throttle the psi would drop slightly. No leaks or anything and we didn't do a volume test.
