Running in closed loop with 42lb injectors

I have a ZZ383 in a 1991 Camaro making about 390 rwhp/ 410 rwtq. I am using 42lb green top injectors at 40 psi with a Walbro fuel pump. It is tuned on a dyno and we have the full throttle tune just right. I have two questions, first is we still don't the start up lean enough and it doesn't start well when hot. Can the stock computer go lean enough with 42lb injectors to start well? Second question is my tuner wants to leave computer in open loop all the time as he feels the computer's small adjustments from reading the O2 sensor will make it "chase itself" when cruising in closed loop and the air fuel ratio will never stabilize. Any ideas would be apprciated. Thanks.
