fuel injectors bad?

I have a 1986 Camaro z28 that will not run. it turns over and will run off ether, but not off of regular gas from the fuel system. I have pulled the Injectors and they are extremly dirty (almost a rust color and the o-rings are shot) I put an ohm meter on them and I dont have a single one below 17 a few seem to jump around anywhere from 17 up to about 25. are these bad? is there something else I should check? Thanks in advance for any info.

should be getting readings like 0.013-0.017 ohms. One that is 0.002 is a bad one!

Check your fuel pressure. If it's around 43 PSI then, yes, I'd vote for the injectors.
