Idles at a different RPM everytime its started

just a quick question, my 87 Iroc likes to call the shots on where it wants to idle. I usualy try and run it at about 700-800 rpm (305 TPI) so i will set it drive it shut it off then it wont idle so i bump it up drive it shut it off then it idles at 2000 rpm. then ill drop it back to 700 drive it shut it off and wont idle and so on and so fourth in that viciuos circle. im thinking it the IAC? just wanna verify before i purchase a new one, P.S no codes being thrown. thanks everyone.

You need to get it on a scanner/datalogger to find out what the IAC counts are doing..

and what the commanded RPM is..

That said, id start by removing the IAC and the IAC housing from the throttle body, and cleaning them very well, then reinstall and set minimum idle again...

if it still persists, its either the IAC, or the programming.
