Warm start and fuel pressure problem

1987 IROC 5.7 Does have some mods. Cam, throttle body, ported manifold. I've been having problems getting it to start when the engine is warmed up. Starts fine when cold, not so much when warm. Checked the fuel pressure and I'm getting 36 when key is on but drops to 25 when attempting to start. Would this be the fuel pressure regulator or a problem with the ecm? Or something else entirely.
