New fuel pump a lemon or is it bad gas?

So here is the story, my 86 tpi car has been sitting for 4 years now and I only run it a couple times a year. Went to crank it up recently and discovered that the fuel pump was dead. The new pump ran great and held 44 psi at the injectors. The car ran rough as it usually does from sitting but smoothed out some when it warmed up.
The next weekend I went to start the car and again the pump did not run and no cranky. Lucky for me I did the access hole so I banged on the top of the tank but nothing. I had to cut the wires and jump power to the pump and after banging harder the pump took off and ran fine. I checked the pressure again and it held 44 psi and no leak down. I ran the pump several times off and on that day without issue. It would spin up every time. A month later I go to crank the car and Guess What? No fuel pump again! WTF!

So is this bad gas from car sitting? or is this a bad pump?
Gas has been sitting in car for 3-4 years but I have added fuel stabilizer and injection cleaner 3 years ago. I have run the car on this gas and sometimes added a gallon here and there when I thought it might need some more. I put about 7 gallons of good fuel in it before I changed the pump hoping it would unstick the old pump. Tank is now almost full so I think I had a good 1/4 tank of old/bad gas in there. The gas looked clean and had no water or trash in the tank when changed out the pump. I also changed the sock so that is new and clean.

Every once in while I can hear the fuel pump buzz a little off and on like its trying to turn but it never takes off like it should. I have banged and banged on the top of the sender but nothing happens. I hooked my DVM to it and checked it and one minute it would hardly pull a few mili-amps of current and then when it would buz a bit it would pull close to an amp or so. I am jumping power directly to it so power is good and ground is good. Could there be something I put in the gas years ago like injector cleaner that has caused the gas to be extremely corrosive and corroded the brushes in the new pump? Do these pumps even have brushes in them?
