Smog pump froze up

Smog pump froze up
OK so here's the story: I was driving down the road and then I made a left and all of a sudden I heard a deafening shriek from the engine bay so I pulled over and opened the hood. At first I thought it was my A/C pulley but I noticed right below that my smog pump pulley wasn't even moving and my belt was smoking up a storm. I had someone pick me up and got a 96 5/8 inch belt for the smog pump delete, removed the pulley and limped the car home with the belt rubbing on the pump just a little.
Has anybody else had their smog pump just freeze up on them? I'm debating now whether or not to remove the pump or get a new one ($80) because phoenix has emissions testing. Would I still pass the sniffer without one? All the testing centers I've gone to, they don't do a visual inspection just a tailpipe thing.

I just pulled the pump out I already had 32 bucks invested in the new belt so I figured what the heck.
