high idle and wont turn off ,help please

hi can anybody help please,305 tpi with larrys electrics loom fitted all egr blanked etc ,cold start removed ,this is a new build in a 48 anglia ,first time fire up and idles very high ,i pulled the iac plug off and makes no difference on idle ,i go to turn the key off and wont turn off , ive checkeed starter to see if still engaged ,to see if its getting a back feed off it and all apears ok ,alternator is not wired so no feed off this ,do i adjust the idle on the throttle body first then pull the iac plug off for it to reset etc ,?dosent seem to be a vacuem leak anywhere all pipes are on etc apart from 2 on side of throttle body ,but i think these have the rubber caps to block them off if im right ,this is my first time at a tpi engine ,the iac is brand new , tps is new also ive bridged the a&b and all im getting is code 12 which normal im told any advice given please

If the coil has 12v (pink wire) with the ignition off, once started it won't turn off until the 12v are removed. Which has already been said.

Have you done the following in the order listed?
  1. Ground diagnostic terminal, turn ignition "ON", but do not start engine.
  2. Wait 45 seconds for IAC to fully seat, then with ignition still on disconnect IAC connector.
  3. Disconnect the distributor set timing connector.
  4. Start engine and allow engine to go into "Closed Loop".
  5. Remove ground from diagnostic terminal.
  6. Adjust idle speed to specifications using throttle stop screw.
  7. Turn ignition off and reconnect IAC connector.
  8. Adjust TPS voltage if necessary: With ignition "ON", and engine "OFF" use a scan tool or 3 jumper wires to adjust TPS sensor to correct voltage specification. Tighten screws, then recheck reading to insure adjustment has not changed.
  9. Start engine and check for proper idle operation.

thanks ill give it a go ,my dizzy is a small cap one does this still the timing wire has its on 2 plugs

Which Dizzy you have doesn't matter the 12v wire is pink on all systems.

FYI - the Set Timing Connector is located in the wire loom that runs above the HVAC, the connector hangs out side of the loom the wire color is tan with a black stripe. All it does is disable the ECM control of the timing which affects RPM.
