TPS wont go over 99%

Transmission: 700R4
Axle/Gears: 3.45 9 Bolt Posi
TPS wont go over 99%
2 different TPS's both wont read over 99% on the scanner. the old one would go up to 4.4v and read 99% the brand new one only goes to 4.1v and reads 99%

sweet, thats what i thought, but then was reading another post talking about 100% and i thought i was fd up....
