SES Light Issue

I can't get the SES to illuminate to read the codes. I took the SES light wire and tied it into one of the lights on my cluster with a known good bulb. When I just the terminals A and B on the ALDL, the IAC and EGR solenoid click and the alternator whines but still no light. Anyone ever run into this issue?

The setup I have is from an '88 MAF setup with the 165 ECU.
